Three different histories. Columbia was planned and built in phases from the 1960s onward. Ellicott City grew up around a mill centuries earlier. Western Howard stayed agricultural, with houses on large lots. What does Howard County require of a rental on well water?
Testing. The county’s new rental housing inspection checklist says that if a property gets its drinking water from a well, the water must be tested for potability, naming nitrates, coliforms and bacteria, and that a recent report showing the water is free from contamination must be given to the inspector before the license is approved.
And a rental on a septic system?
Documentation again. The same checklist asks for documentation indicating the septic system was pumped within the last three years. Both rules matter mostly in the western part of the county, where public water and sewer do not reach every property. Neither is cleaning work.
Does Howard County limit how many people can occupy a bedroom?
Yes, by floor area. The checklist states that every bedroom occupied by one person shall contain at least 70 square feet of floor area, and every bedroom occupied by more than one person at least 50 square feet for each occupant. It sets minimum sizes for living and dining rooms by number of occupants as well.
Where does cleaning come into a Howard County rental inspection?
Under the checklist’s heading on clean and sanitary condition, which says the living unit must be clean and sanitary when the inspector arrives. That is the one item on the list a cleaning company can deliver, through move-out cleaning before the appointment.
