What Montgomery County Requires of Hosts
Worth knowing before you book any cleaner, because in parts of our service area a short-term rental cannot legally operate at all. The county’s Department of Housing and Community Affairs runs the program.
Where it is banned
Two cities are out
Zoning in the City of Gaithersburg and the City of Rockville prohibits short-term residential rentals, and the county tells owners there not to apply. Bethesda, Silver Spring, Germantown and Clarksburg sit in unincorporated county, where it is permitted.
License
Annual, and it costs
Renting under 30 consecutive days needs a county license, the fee is $500 a year, and it renews annually. Owners must notify immediate neighbors and the HOA first, and applications take 30 to 60 days.
Limits and tax
Six adults, 7 percent
Maximum six adults per rental and two per bedroom. The license number has to appear on your Airbnb listing, and a 7 percent Room Rental Transient Tax applies to stays of 30 days or fewer.

That is the normal case for a working listing. The constraint is the gap, not the work, so send the tightest window you regularly face and we will say honestly whether it is achievable for your unit.
You hear about it that day, with photos, before the next arrival walks in. We do not repair or replace, but finding out from your cleaner rather than from a review is the difference that matters.

Why not just pay for a normal clean?
Because the deliverable is a deadline as much as a result. A house clean can run long; a turnover cannot. Pricing a flat rate per reset means the window, not the guest’s mess, is what we are being paid to hit consistently.

That last item is what separates short term rental cleaning from a normal visit: nobody cleaning a family home has to notice the coffee pods are down to two.
Can a listing be run legally in Gaithersburg or Rockville?
No, and the obstacle is zoning rather than paperwork. Montgomery County lists the City of Gaithersburg and the City of Rockville among municipalities where short-term residential rentals are prohibited, and tells owners at those addresses not to submit a license request at all. Unincorporated parts of the county are a different matter entirely.
What does the county license involve?
A license for stays under 30 days, renewed yearly at a $500 fee, with immediate neighbors and the HOA notified first, decisions in 30 to 60 days, and the license number displayed on the listing. The FAQs carry the current detail.
Is there a tax on short-term stays here?
Yes. Montgomery County applies a 7 percent Room Rental Transient Tax to rentals of 30 days or fewer, and it sits separately from the annual license fee. Experienced hosts budget it alongside platform commission and the cleaning rate rather than discovering it after the first quarter.
How many guests can a Montgomery County listing take?
Six adults maximum per rental and two per bedroom, with one off-street parking space required per contract unless the listing states that parking is prohibited. Those caps shape which units are worth running at all, and unit size is the single biggest factor in what a turnover costs.
