Move-Out Cleaning Checklist, and Your Deposit in Maryland

An empty home shows everything that furniture used to hide. This checklist covers what a landlord or buyer will look at, and the second half explains the Maryland rules that decide what can be deducted from a security deposit.

Open Every Door in the Kitchen

A move out cleaning checklist differs from a regular one in a single way: everything is opened. Cabinets, appliances and drawers are empty, and an inspector will look inside them.

Inside every cabinet and drawer

Shelves wiped, crumbs vacuumed out of corners, and drawer runners cleaned.

Oven interior, after a self-clean cycle

The most-checked appliance in any move-out inspection. Run the self-clean 24 hours before the team arrives, and the loosened residue is wiped out on the day.

Refrigerator, inside and out

Shelves and drawers removed and washed, seals wiped, and the fridge left open if it is being switched off.

Where the appliances stood

Behind and beside the stove and fridge, the floor and wall that have not been seen since move-in.

Counters, sink and backsplash

Finished last in the kitchen, along with cabinet fronts.

Bathrooms

Bathrooms to Inspection Standard

Tub, shower walls, door and track

Including the track at the base of the shower door, where water and grime collect.

Tile and grout

Grout lines cleaned through, since discoloured grout is one of the first things noted on a checklist.

Under the basin

Vanity cabinets and drawers emptied and wiped, with any spills from old toiletries removed.

Toilet, including the base and behind it

The full fixture, not just the bowl.

Mirror, fixtures and the exhaust vent cover

Polished, with the vent cover dusted.

Throughout

Every Room, Wall to Wall

Baseboards along every wall

They are suddenly visible from end to end once furniture is gone.

Window sills and tracks

Interior sills and the tracks beneath sliding windows and doors.

Closets

Shelves, rods and closet floors, which are easy to forget because nobody looks in an empty closet until the inspection.

Switches, outlets and door frames

Fingermarks around switches and handles are a common deduction line.

Floors, last of all

Vacuumed and mopped as the final task, working toward the exit.

The law in Maryland

What Maryland Law Says About Your Security Deposit

These points come from the state statute, Maryland Real Property Section 8-203. They are general information and not legal advice.

The 45-day deadline

Within 45 days after the end of the tenancy, the landlord must return the security deposit to the tenant, subject to any amounts lawfully withheld.

What can be withheld

The statute allows a deposit to be withheld for unpaid rent, damage due to breach of the lease, and damage in excess of ordinary wear and tear to the premises. Normal wear is not a deduction.

An itemised list

If anything is withheld for damage, the landlord must send, within 45 days after the tenancy ends, a written list of the damages claimed together with an itemised statement of the cost incurred.

Your right to be present

The tenant has the right to be present when the landlord or the landlord’s agent inspects the premises. To use it, the tenant notifies the landlord by certified mail of the intention to move, at least 15 days before the moving date.

Why a clean unit matters here

Dirt is not wear and tear, and a dirty unit invites deductions that a clean one does not. A thorough clean before the inspection, ideally one you attend, removes the easiest reasons to withhold.

Moving out

Questions in the Last Week of a Lease

After everything has left and before the inspection. Cleaning around boxes means cleaning twice. If possible, leave a day between the clean and the walkthrough.

No one can promise that, because deductions can also be for damage or unpaid rent. What a thorough clean does is remove cleanliness as a reason for any deduction.

Good condition and clean are different things. Ordinary wear is protected by Maryland law; dirt is not.

Yes. Dated photos of each room after the clean, including inside appliances and cabinets, are useful if there is a dispute about condition.

Yes. A move-in clean before the furniture arrives is the easiest clean that new home will ever get.

If you are the landlord

The Same Checklist, From the Other Side

Clean between every tenancy

A unit handed over clean sets the standard you can hold the next tenant to, and makes the next inspection simpler for both of you.

Know your local rules

Rental licensing and inspections differ by jurisdiction across Maryland. Our area pages summarise what each county and city publishes, with links to the source.

Book it against the inspection date

Schedule the clean for the gap between tenants and tell the cleaning company if a license inspection is coming. Vacant units are cleaned this way across the area, including move-out cleaning in Rockville. Hosts can apply the same reset to short-term rentals.
